What projects are eligible?

I have noticed that some projects are submitted late and do not relate to the ICE/Snow testnet problems. My question is: are these projects still eligible?

    Hi! In short answer, yes. They are eligible. Since the email about the extension was sent to all participants, by devpost rules it had to be a general extension for all. There was no way to prevent projects being built on ICON from also benefiting from the extension. So as long as the projects were submitted before March 22nd deadline, they technically were not late.
